What does it mean when a forecaster says 70% chance of rain?

We have a 100 percent chance of rain tonight and tomorrow.
100 percent chance of rain in the forecast!

This afternoon we had a 70 percent chance of rain in Phoenix. By tonight and during the first half of tomorrow, that will move up to 100 percent chance of rain.

We don't see 100 percent chance of rain very often in Phoenix but it does happen every now and then. But what, exactly, does it mean when we talk about the percentage of rain chances?

Basically, it means that a certain percentage of the forecast area is expected to get rain.

If we say there is a 40 percent chance of rain, we expect 40 percent of the forecast area -- which would be Phoenix -- to get rain, and 60 percent of Phoenix would not.

Tonight we call for 100 percent chance of rain, so we are very confident that just about everybody in Maricopa County will see some form of measurable precipitation. It doesn't mean everybody will get the same amount, but it does mean that a certain percentage of the area will see rain. So, hold onto your umbrellas because after today we have a 70 percent chance of rain for Thursday and a 60 percent chance of rain for Friday.
