ASU student arrested for masturbating in his car with windows down in dorm lot

According to court documents, three victims saw the act of public indecency.

TEMPE, Ariz. - An Arizona State University student was arrested for public sexual indecency in Tempe Thursday after he was seen by multiple victims masturbating with his windows down in the parking lot of the Vista Del Sol housing complex.

According to court documents, three victims observed the act of public indecency.

On Sept. 19, one week earlier, one witness said that she and another female were walking through the parking lot and as they walked passed Tzineff’s Nissan. She saw that the windows were down and saw a young white man with blond or light brown hair in the driver’s seat.

She saw his genitalia and said he was masturbating, court documents say.

The witness told the other female she was walking with, but the other female did not see it because she was on her phone.

The female who was on her phone the week before saw the same black Nissan Rogue in the parking lot again on Sept. 26 when she was walking through the parking lot at 7 a.m.

She recognized it from the incident the week before. She took a video on her phone as she walked by the car and she saw a man masturbating in the driver’s seat and said it was the same man as the week before.

She told her friends, who would be walking in the same direction moments later.

Two other victims walked by the car shortly after the first victim and stated they saw the suspect’s genitalia and that he was masturbating.

The victim who took the video turned it over to police, and police said it showed Tzineff’s vehicle and it appears to be a male inside with his genitalia exposed and in his left hand with a cell phone in his right hand.

Records show Tzineff was a student at ASU and his social media showed he was part of the ROTC program. The ROTC program had training on ASU’s campus on Sept. 26 that ended around 7 a.m.

On Sept. 27, according to court records, the officer contacted Tzineff after his class. The officer interviewed Tzineff and showed him a still photo from the video the first victim took where it showed his vehicle. Tzineff confirmed it was his car.

Then, the officer told him it was a video and asked if Tzineff would tell him what happened and Tzineff invoked his rights and was taken into custody.

Police recommended charges of three counts of public sexual indecency. Those charges are class one misdemeanors.

Tzineff was released, but on the condition he does not park in the Vista Del Sol parking lot or have any contact with the alleged victims. His next court date is Oct. 16.
