20-year-old suspect accused of killing jogger in New River was impaired, sheriff says

Lisa Mancuso, 43, was jogging in the town of New River when she was hit and killed on Feb. 23. Almost a month later, an arrest has been made.

NEW RIVER, Ariz. — On Feb. 23, a jogger was killed in a hit-and-run in New River. Now, almost a month later, an arrest has been made, the Maricopa County Sheriff's Office announced on Monday. 

Lisa Mancuso, 43, was jogging near the intersection of Seventh Avenue and Cloud Road around 10 a.m. on Feb. 23 when she was hit and killed by a pickup truck that did not stop. 

Mancuso died at the scene of the crash. The suspect allegedly returned to the scene of the crash before leaving again.

On Feb. 27, Maricopa County Sheriff Russ Skinner announced that the pickup truck that hit Mancuso belonged to a law enforcement officer, and that the suspect was a relative of the officer. 

The officer was not involved.

A warrant was issued for the arrest of the suspect, identified as 20-year-old Jacob Moore, and MCSO said he surrendered to the MCSO Vehicular Crimes Unit on Monday around 4 p.m. 

Sheriff Skinner said Moore had consumed a significant amount of alcohol before the crash.

Moore is being charged with manslaughter and failing to stop at the scene of a crash.  

"Our Vehicular Crimes Detectives have worked around the clock for the past few weeks to bring justice for the Mancuso family," Skinner said in a news release. "While I understand this is a difficult situation for everyone involved, I'm proud of our detectives and support personnel in processing the evidence to bring closure to this investigation. MCSO will remain committed to providing educational programs and enforcement services to address traffic safety throughout Maricopa County." 

MCSO said the investigation into this crash is still open.
