Governor Doug Ducey avoids border security in his inauguration speech
President Trump is saying he will declare a state of emergency if he doesn't get funding for the border wall. In Ducey's inauguration speech the governor avoided the topic of a border wall, declaring Mexico a friend of Arizona.
