Police: Dobson HS janitor groped girl, solicited sex and photos for 3 years

The victim said Horne knew she was underage, he groped her on three occasions and solicited nude photos from her.

MESA, Ariz. - A Dobson High School janitor was arrested last week on charges of luring a minor for sexual exploitation. We have now obtained the arresting officer's report, detailing his offenses against an underage girl.

Jordon Horne, 22, was a part-time custodian at Dobson High School in Mesa. According to court documents, over the past few years he has attempted to solicit nude photos and sex from a minor.

According to court documents, a victim's mother contacted police in May 2017 to report possible sex crimes against her 15-year-old daughter.

Three years earlier, the same victim's mother learned her daughter had a friend named Jordon Horne. She was talking to Horne through text, beginning when she was 12 years old. The victim's mother found out Horne was 18 years old and told her daughter to stop communicating with him.

According to the report, the victim would delete messages to and from Horne so her mother did not see them.

On the evening the mother filed a report with police, in May 2017, the victim was angry about her phone not working and eventually told her mom that Horne would be upset if she did not text him back.

Documents say the victim further told her mom that about a year prior, she had met with Horne in person behind the Fresh and Easy near her family's apartment.

The victim told her mother that Horne touched her inappropriately when they met in person and that she had sent multiple nude photographs to Horne, according to court documents. She feared he would release them if he got mad at her.

The mother of the victim sent the investigating detective screenshots of messages from the victim and Horne in which Horne solicited photos and sex from the victim.

In June 2017, the victim was interviewed by a forensic interviewer. The victim said she first started getting messages from Horne on Facebook when she was 12 or 13. He friend requested her despite having no mutual friends. She denied his first request but accepted when he sent a second one.

The victim said she initially believed Horne was 16 or 17, but learned later he was 18.

The victim said Horne's text communications with her became very sexual, where he said he wanted to have sex with her, documents show.

She agreed to meet with Horne on three occasions, each time behind the Fresh and Easy near her apartment. The victim said Horne touched her inappropriately under her clothes each time.

The third time, Horne said he wanted to have sex with the victim, but she did not have sex with Horne. The victim said she sent multiple nude photos to Horne at his request during the time she was 12-15 years old. The victim said Horne once sent her a digital photo of his genitals.

On Sept. 5, 2017, the detective met with Horne in person, who denied asking or having an nude photos of the victim. He acknowledged he knew her and knew she was a minor. The detective seized Horne's phone with a search warrant.

The detective found no images of the victim on Horne's phone, but the detective did find messages on Horne's Snapchat to and from the victim.

In one message, the victim wrote: "I can't and besides I'm 15 and you're 20, do you see the problem here." Horne replied, "age doesn't matter."

Multiple messages were found further where Horne solicited sex from the victim. There were also multiple messages where it was clear Horne knew the age of the victim.

According to the report, allegations regarding hands-on sexual contact cannot be independently verified and there is no tangible evidence of an exchange of nude photographs, but Horne made several violations of the law and lured a minor for sexual exploitation, a class-three felony.

Horne was arrested last week for an outstanding Maricopa County grand jury warrant on two counts of luring a minor for sexual exploitation.
