PHOENIX - A 22-year-old man turned himself in Tuesday after a woman died crossing the street when he struck her with his car, police said.

According to the Phoenix Police Department, Ronald Hays turned himself over to police and was booked into jail Tuesday.

Police said 46-year-old Isela Ortega was crossing Van Buren Street near 27th Avenue Sunday night when she was struck by a gray four-door Chrysler 300.

The car dragged Ortega for three blocks then left the scene. Ortega was pronounced dead on scene when officers responded around 10:30 p.m. Sunday.

Hays is facing charges of leaving the scene of a fatal collision.

According to court documents, Hays admitted to smoking marijuana hours before hitting and killing the woman. Hays also said he saw the woman just before the fatal collision and continued to drive after hitting her "because he was in shock."

He is being held on a $50,000 bond.
