Body cam footage: Police find couple passed out in SUV with drugs, kids

Police say they found pills, a black tar-like substance and needles in the car.

EL MIRAGE, Ariz. - Newly released police body camera footage shows the disturbing moments leading up to the arrest of an El Mirage couple now facing drug and child abuse charges.

Police arrested Gregory and Stacy Dobbs after someone found them passed out in a car with two young children inside.

The El Mirage Police Department released 12 minutes of body cam footage released to 12 News.

Officer: “Hello! “What’s going on?”

The video shows officers responding to an apartment complex near El Mirage and Thunderbird Roads on Oct. 20.

Officer: “What are you guys doing over here?”

Officer: “You been drinking or any drugs?”

That’s where officers found Stacy and Gregory Dobbs, who appeared to be drugged up. Initially, the two denied they had used any drugs.

Officer: “How many kids do you guys have… two?”

Officers found their 1- and 2-year-old children inside the car wearing only T-shirts, without diapers or underpants.

Child: *Coughing*

Police say the 1-year-old appeared to have a diaper rash and questionable body marks and bruises.

Child: “Daddy!”

The couple told police they were homeless and pulled over to sleep on their way to a friend’s house. Later, they admitted to using heroin.

Officer: “In the car right now, you got needles?”

Gregory: “No.”

Officer: “Smoke it, snort it or what?”

Gregory: “I snort it.”

Police say they found pills, a black tar-like substance and needles in the car.

Officer: “What’s all the marks?”

One of the officers pointed out Stacy had scabs and open sores on her arms and face.          

Officer: “When I have two people passed out in a car with two kids, it is very concerning to me.”

They also found a syringe, a tourniquet, white pills and other drug paraphernalia in the car. Police said the syringe was found in easy reach of the 1-year-old.

Officer: “It’s just a horrible drug and it’s a horrible curse and quite honestly, I’m more concerned about the kids.”

Both Gregory and Stacy Dobbs were booked into jail on several child abuse and drug charges.

Officer: “If you want to do that to yourself … but the kids?”

Their children are now in the care of the Department of Child Safety.
