EL MIRAGE, Ariz. - A man and woman were arrested after being found passed out in a red SUV with drugs and two children, police said.

According to El Mirage police, officers responded to a call at an apartment complex near El Mirage and Thunderbird roads on October 20.

The caller had reported to police a red SUV, which was not running, was parked in the back of the complex with two adults -- who appeared to be passed out -- and two children.

Police said the children, ages 1 and 2, were wearing T-shirts without diapers or underpants. The 1-year-old, police said, appeared to have diaper rash and "questionable" body marks and bruises.

According to police, the two adults, Stacy and Gregory Dobbs, claimed to have pulled over to sleep on their way to a friends house.

Police said the two were homeless and Stacy Dobbs had scabs and open sores on her arms and face.

Officers found a syringe, a tourniquet, white pills and other drug-related items in the vehicle. The syringe, police said, was within "easy reach" of the 1-year-old.

Stacy and Gregory were booked into jail on several child abuse charges.
