PHOENIX -- Phoenix police made an arrest in a fatal overnight collision Saturday.

The incident happened around 1 a.m., near 28th Drive and Cactus Road.

Police say it appears a Dodge travelling at a high speed ran a red light and collided with a Nissan, pushing it into traffic.

There were two women inside the Nissan.

One was pronounced dead at the scene.

The second woman was taken to the hospital with life-threatening injuries.

Police are investigating the collision, but suspect impairment and speed to be a factor.

Officers arrested Randall Nelson, 26.

Nelson is facing charges including negligent homicide, endangerment and aggravated assault.
