Police said it appears the man ran a red light and collided with the semi at about 50 mph, which forced his car under the trailer and caused life-threatening head injuries.
Fatigue may have played a role in the crash, according to police. A spokesperson for Phoenix police said speed and intoxication weren't factors, and no erratic driving was reported prior to the collision.
Fire crews took the man to a local hospital in critical condition.
